The proposal for this research project has been submitted to the decision-making institutions at Warsaw School of Economics and the Ministry of Education respec tively in May 2009. The approval was announced in February 2010 indicating a dead line of October 20, 2010. This was nearly exactly the date when the consultative draft of the 12th Five-Year Plan 2010-2015 was discussed at the 17th Central Committee of the CCP. The prevailing opinion in China is that this plan will change the current economic development model. According to past experiences it is not to be ex pected that substantial changes will occur till March 2011 when the draft will be submitted to the annual session of the National Peoples congress for deliberation. At the beginning of 2011 the results of the ongoing discussions at the CCPs Central Committee are still speculative. This holds especially for the 12th Five-Year Plan because of its mix of long-term strategies resulting from the experiences with the 11th Five-Year Plan and short-term measures to overcome the financial and economic crisis. The importance of the 12th Five-Year Plan for Chinas future economic devel opment should not be underestimated. Well understanding of the plan is pertinent to the comprehension of Chinas development roadmap for the next five years ". The policy since the adoption of the new Five-Year Plan suggests that there is no drastic change. The conclusion that China will make use of globalization seems to be valid for the coming years.
